Canada's outsider seat should not be a staircase to the inside
The external deputy governor position exists to put a voice at the rate-setting table that did not come up through the building. Its occupant has now been promoted into the building. The board should write that route shut.
Our viewThe outsider's chair at Canada's rate-setting table has just been shown to be a route to a permanent job inside. That is the wrong incentive, and the board can close it in the job description.
